unknown foodplant?

I need to know what this non-native-looking shrub is, because it's covered in great insects. A ten-foot wide clump growing in the park, I found a Woundwort Shieldbug, a Rhopalid bug, a Ruby-tailed wasp and a sawfly all at once on this plant
