Fairly sure it's a Glyceria but not which species. Quite tall (650mm at least). Ligules don't look like they're supposed to (generally just torn). Growing in grassland with springs bubbling up throughout.

Definitely a Glyceria, but couldn't be sure from the picture which species. I'd need a close up look at the flowers to get closer to which species
