I don't think so, it doesn't have the jizz of an Oenanthe for me. The divided bracts and furry stem, plus what I can see of the lower leaves, still say wild Carrot. It is very short, here, as so often in chalk grassland near the coast.It is an incredibly variable plant!

Oenanthe pimpinelloides?
I have never seen "corky-fruited water dropwort", but I think it grows in the area. It tolerates relatively dry places for an Oenanthe species, is pink throughout, and tall and robust.
Could be this maybe?
